Although cannabis can be easily purchased on the high street in certain parts of Thailand, the laws surrounding where you can smoke it are vague and open to speculation. The general rule of thumb as it stands is you can safely smoke it at the dispensary from which you purchase it.
A friend of mine was approached by a Thai policeman whilst he was smoking a joint walking freely in the street and told it was illegal to smoke it openly and a fine of 3000bht was imposed upon him or jail if he refused to pay it, not wanting to take the risk of being imprisoned he agreed to pay the fine without disputing the matter. Now whether or not this was just an opportunity for the Thai policeman to make a quick buck we will never know but Personally, I would be very cautious about smoking it in public places outside of where you purchase it from or in areas where it is not being sold.
Discretion is the best option. I have had many people ask me if they can smoke it walking down the street, I do not confess to knowing the exact rules and regulations at this moment in time, but my answer is to smoke it somewhere discrete where you can enjoy it with peace of mind and if your reason for wanting to smoke it openly just to show off or attract attention then you are in the wrong place.
